Independence Party workers give out fliers on Staten Island Ferry urging blacks to vote for black Republican

Black passengers on the Staten Island Ferry were given handbills yesterday asking them to vote for a candidate because they were black, officials said.
The Independence Party said it distributed the fliers on behalf of Al Curtis, a Republican it supports in the race for a state Senate seat on Staten Island and parts of Brooklyn.
